Upimaji afya kwa waliokuwa wafanyakazi wa bulyanhulu waendelea

Wakala wa Usalama na Afya Mahali pa Kazi (OSHA) unaendesha zoezi maalum la upimaji afya za waliokuwa wafanyakazi wa mgodi wa Bulyanhulu ambao waliachishwa kazi na mgodi huo mnamo mwaka 2007 bila kupimwa afya zao kinyume na Sheria ya Usalama na Afya Mahali pa Kazi ya mwaka 2003.
Mpango huo ulibainishwa na Mtendaji Mkuu wa OSHA, Dkt. Akwilina Kayumba, alipozungumza na wanahabari jijini Dar es Salaam juzi. Dkt. Kayumba alieleza kwamba zaidi ya wafanyakazi 90 wataonwa na madaktari bingwa wa hospitali ya Taifa ya Mhimbili na hospitali ya rufaa ya Bugando.
“Baada ya ukikwaji huo wa sheria kuripotiwa kwa Wakala mwaka 2013, hatua stahiki zilichukuliwa ikiwemo kufanya kaguzi maalum  za usalama na afya katika eneo la mgodi na kutoa onyo kali kwa mwajiri wa walalamikaji ikiwa ni pamoja na kumtaka kugharimia upimaji afya za waathirika wote,” alisema Mtendaji Mkuu.
Aliongeza kuwa: “Katika kushughulikia tatizo hilo, vikao vya mashauriano vilivyojumuisha serikali, mwajiri (Mgodi wa Bulyanhulu) na waathirika kupitia chama chao, TAMICO, vilifanyika na utaratibu wa kushughulikia suala hilo ukawekwa.”
Alisema katika utaratibu huo, TAMICO ilipewa jukumu la kuwatafuta waathirika wote popote walipo na kuwasilisha majina yao kwa Wakala wa Usalama na Afya Mahali pa Kazi. Wakala ulikuwa na jukumu la kuyapeleka majina hayo kwa mwajiri kwaajili ya uhakiki na kuratibu upimaji afya wa waathirika hao baada ya majina yao kuhakikiwa.
Kwa mujibu wa taarifa ya Wakala iliyotolewa kwa vyombo vya habari, hadi kufikia sasa tayari waathirika 315 kati ya 371 ambao mwajiri alithibitisha kwamba walikuwa wafanyakazi wake wameshapimwa afya zao. Waathirika 56 waliobaki hawakujitokeza wakati wa upimaji afya licha ya kupewa taarifa juu ya zoezi hilo. 
“Waathirika watakaopimwa kwasasa ni wale ambao vipimo vyao vya awali vilionesha kwamba wanahitaji vipimo zaidi kutoka kwa madaktari bingwa”.
Aidha taarifa hiyo ilifafanua kwamba maandalizi ya upimaji huo yamekamilika na zoezi hili litafanyika katika hospitali ya Taifa ya Muhimbili siku ya Jumamosi tarehe 20/08/2016 na katika hospitali ya rufaa ya Bugando mnamo tarehe 22/08-15/09/2016.

OSHA OPERATIONAL STRUCTURE
OSHA is headed by the Chief Executive and it has 3 technical directorates namely:
  1. Directorate of Business Supporting (DBS)
  2. Directorate of Occupational Safety and Health(DOSH)
  3. Directorate of Training Research and Planning (DTRS)
The Organization is supported by 5 Units:-

Also OSHA has five (5) operating zonal offices:-
  1. Northern Zone comprising of Arusha, Manyara, Tanga and Kilimanjaro regions with head office in Arusha,
  2. Lake Zone comprising of Mwanza, Shinyanga, Simiyu,Kagera,Geita and Mara regions with head office in Mwanza
  3. Southern Highlands zone comprising of Mbeya, Rukwa, Songwe, Katavi, Njombe and Iringa regions with head office in Mbeya
  4. Southern zone comprising of Mtwara, Lindi and Ruvuma regions with head office in Mtwara
  5. Coastal  zone comprising of Dar es salaam, Morogoro, and Pwani regions with head office in Dar Es Salaam



INTERNAL AUDIT UNIT


Objective
To provide advisory services to the Accounting Officer in the proper management of resources.

This Unit will perform the following activities:-
(i)  Review and report on proper control over the receipt, custody and utilization of all financial resources of OSHA;

(ii)  Review and report on conformity with financial and operational procedures laid down in any legislation or any regulations or instructions for control over the expenditure of Authority;

(iii)  Review and report on the correct classification and allocation of revenue and expenditure accounts;

(iv)  Develop audit procedures to facilitate compliance with international standards;

(v)   Review and report on the reliability and integrity of financial and operation data and prepare financial statements and other reports;

(vi) Review and report on the systems in place used to safeguard assets, and verify existence of such assets;

(vii)  Review and report on operations or programs to ascertain whether results are consistent with established objectives and goals;

(viii) Review and report on the reactions by the management to internal audit reports, and assist management in the implementation of recommendations made by reports and follow-up on the implementation of recommendations made by the Controller and Auditor General;

(ix)  Review and report on the adequacy of controls built into computerized systems in place at OSHA;

(x) Prepare and implement Strategic Audit Plans; and

(xi) Conduct performance audits on appraisal of development projects.

LEGAL SERVICES UNIT
|

Objective

To provide legal expertise and services to the Agency

This Unit will perform the following activities:-
(i)    Provide legal advice and assistance to Agency’s divisions, units and entities on interpretation of laws and contracts;

(ii)   Provide technical support in preparation of legislative instruments including enactments of Parliament and subsidiary legislation(s) and forward to the Attorney General’s Chambers;

(iii)   Participate in negotiations and preparation of agreements for the OHS sector development;

(iv)   Maintain and ensure safe custody of legal documents of the Agency;

(v)  Advise on interpretation of laws for the OHS sector;

(vi)  Litigate civil cases for the Agency in liaison with the Attorney General Chambers;

(vii)  Monitor and evaluate implementation of laws and regulations in work places ; and

(viii)  Provide technical support to Attorney General’s Chambers on review of various legal instruments such as orders, notices, certificates, agreements and transfer deeds.


PUBLIC COMMUNICATION UNIT


Objective

To provide expertise and services in information and communication on 

matters pertaining to the Authority.

This Unit will perform the following activities:-
(i)  Produce and disseminate documents, articles, textual, digital and audio-visual

 materials to inform the public on policies, programmes, activities and reforms 
undertaken by the Authority
(ii)  Coordinate press briefings for the Authority.
(iii)   Engage in dialogue with the public as well as media on issues concerning 

the Authority.

(iv)  Coordinate the preparation of communication strategies for the Authority.

(v)  Promote Authority activities, programs and policies through media;

(vi)  Coordinate the preparation, production and distribution of Authority papers for

 workshops and conferences;

(vii)  Up-date sector and agency information in the OSHA website and web-portal; 

and

(viii)  Advise directorate, units,  and division under the Authority on the production

 of various documents.

PROCUREMENT MANAGEMENT UNIT



Objective


To provide expertise and services in procurement, storage and supply of goods and

 services for the Authority.

This Unit will perform the following activities:-

(i)  Advise the Management on matters pertaining to the procurement of goods and

 services and logistics management;

(ii)   Monitor adherence to procurement process and procedures as per 

Public Procurement Act;

(iii)  Develop an annual procurement Plan for the Authority.

(iv)  Procure, maintain and manage supplies, materials and services to support 

the logistical requirements of the Authority.
(v)  Maintain and monitor distribution of office supplies and materials;

(vi)   Maintain and update inventory of goods, supplies and materials;

(vii)  Provide Secretariat services to the Ministerial Tender Board as per Public

 Procurement Act;

(viii)  Set specifications/standards for goods and services procured and monitor 

adherence to them to ensure value for money; and

(ix)   Prepare action plan, progress reports and budgets for the Unit.

INFORMATION AND COMMUNICATION TECHNOLOGY UNIT

Objective

To provide expertise and services on application of Information Communication 
Technology (ICT).

This Unit will perform the following activities:-

(i)  Develop and coordinate Integrated Management Information System
 for the Authority; 

(ii) Monitor, review and facilitate implementation of ICT and e-Government policy;

(iii)  Maintain hardware and software for the Authority;

(iv)  Coordinate and advise on procurement of quality software and hardware 
for the Authority;

(v)  Establish and coordinate use of electronic mail communications;

(vi)  Establish and maintain Local Area Network (LAN) and
 Wide Area Network (WAN);

(vii)  Develop and maintain Authority's web-portal;

(viii)  Develop, maintain standards software, hardware and security of the system;

(ix)  Carry out studies and propose areas of using 
 Information Communication Technology (ICT) as an instrument to
 improve service delivery to and by the Authority; and
  (x) Initiate and facilitate training for proper use of the system.

National Occupational Safety and Health Course (NOSHC) module two will be conducted from 2nd to 20th May, 2016. Interested people are invited to attend the course. The course has been designed for occupational health and safety personnel who are responsible in Occupational Health and Safety (OHS) in workplaces at different levels. The training programme is designed to provide participants with the skills, techniques and capacity to recognize, evaluate and put in place measures to reduce or eliminate occupational hazards and promote OHS at workplaces.
You are encouraged to confirm your participation as early as possible to avoid unnecessary inconveniences. Deadline for registration is 4th November, 2016.
TARGET GROUP
1. Safety and Health representatives
2. Safety and Health Managers or Supervisors
3. Company occupational physicians
4. OHS trainers
5. Any other interested persons
LEARNING OUTCOMES
By the end of the course, the participants should be able:
1. To interpret and advise on legal requirement of OHS Act 2003
2. To understand the types of hazards facing workers at workplaces and control measures that should be put in place;
3. To understand the health outcomes associated with such hazards;
4. To understand how to assess the risk for such outcomes in these workplaces;
5. To design and implement some OHS Programmes at workplaces
6. To understand causes of workplace accidents and principals of accident investigation.
TEACHING METHODOLOGY
This will consist of various methodologies, including:
1. Didactic input from facilitators
2. Group work, discussion and presentations
3. Practical site visits and tasks
4. VDU presentations

Word from the CEO

Welcome to our blogspot which covers the day to day activities of our organization. OSHA is currently striving to improve its services to clients which would consequently enhance the Occupational Health and Safety (OHS) situation in the country which was facing severe deterioration. To achieve this, many strategies have been put in place and have all been centered into improving the agency’s operational systems such as extending services closer to people, increasing its workforce, engaging them in appropriate customer care training as well as encouraging and motivating them to serve customers at the required speed and at high standards. However, it is well known that low level of awareness on OHS matters among st owners/occupiers of workplaces, workers and the general public is one of major challenges constraining the authority in its efforts to improve the situation. Owing to that, the authority is now investing much of its resources to rectify the situation. Among other programmes, it has now designed a special campaign aimed at registering more workplaces as well as increase public awareness on its roles and associated benefits. The campaign started early in January by engaging media and other OSHA stakeholders. So far the campaign has been executed in the Lake Zone and partly in some areas of the Central Zone. The campaign is expected to be rolled out in the rest zones of OSHA operations.
